Electron populations at geosynchronous orbit have been very low for some time now, with the 2MeV trace at GOES 15 again often at fractions of an electron per cc per sr. While a degree of recovery is expected from Monday on 24-hour integrated counts, this is unlikely to be of enough magnitude to breach the 1e8 Active threshold.
